There are three guarantee of standard quality that genuinely principal in education sector such as Input, Process, and Output. Input is focusing on Finance Investment for Construction and Rehabilitation of school Infrastructure ( Condition ); Process is more about the relationship between the Teacher and Student and the Curriculum ( the Capacity of the Teacher can Guarantee the Recruitment that followed the criteria), the student must have good nutrition in order to be able to catch up the Lesson more faster; for the Output is more focusing on the result of Graduate Student, (The Intellectual Competition for Regional International and Global International). But based on the TLCE monitoring and research almost 68% mostly the teacher don’t speak Portuguese language well, 30% school is not accessing the cleaning water , 43% the primary school is abandoned, the majority of graduate student is unemployment, the condition of infrastructure such as the floor, ceiling, door, window, etc. is still in bad condition. TLCE suggests for making huge investments in education sector because education is the key to development.
TLCE is wondering that the infrastructure that left by the colonial to Timor Leste, During the Rehabilitation for school that left by colonial in Timor from 2002 with character of emergency but we used until now and mostly were in serious condition. Hereby, the National Coordinator of TLCE suggests that the management finance of Society must be good and for all people in education sector.
Therefore, the TLCE is expecting the General State Budget 2021 (OJE 2021) the government will allocate to Ministry of Education and Sport MEJD with amount $ 111, 5 that will resolve the problem that mentioned above.
